Introduction
The Electrical Safety Authority was introduced in Ontario following changes associated with the restructuring of the Ontario electrical industry. The restructuring of the provincial utility (Ontario Hydro) heightened the requirement to introduce a business that would be responsible for public electrical safety in Ontario.
The Electrical Safety Authority governs public electrical safety, and the business operates as a stand-alone, not-for-profit corporation responsible to an independent Board of Directors as designated by Ontario Regulation 89/99. Delegated responsibility includes the administration and enforcement of Part VIII of the Electricity Act, and as of December 2003 Ontario’s Electrical SafetyCode.

In early 2004 changes in regulation advanced public electrical
safety with the approval and introduction of Ontario Regulation
22/04 addressing Electrical Distribution Safety.
